ການຝຶກຊ້ອມຈຳລອງການຮັບມືໄພນ້ຳຖ້ວມລ່ວງໜ້າ
ໃນລະຫວ່າງວັນທີ 26-29 ມີນາ 2024, ທີ່ເມືອງຊົນນະບູລີ, ແຂວງສະຫວັນນະເຂດ, ຫ້ອງການແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມ ໂດຍສົມທົບກັບ ພະແນກແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມແຂວງສະຫວັນນະເຂດ, ກະຊວງແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມ, ແລະ ອົງການ ອາຫານ ແລະ ການກະເສດ ແຫ່ງສະຫະປະຊາຊາດ ປະຈຳ ສປປ ລາວ (FAO) ໄດ້ດຳເນີນການຝຶກຊ້ອມຈຳລອງ ແຜນຮັບມືໄພນໍ້າຖ້ວມລ່ວງໜ້າ ປະກອບມີ 3 ກິດຈະກໍາຫຼັກ ຄື: ການແຈ້ງເຕືອນໄພນໍ້າຖ້ວມລ່ວງໜ້າ, ການເຄື່ອນຍ້າຍສັດລ້ຽງ ແລະ ຍົກຍ້າຍຄົນ, ແລະ ການແຈກຢາຍຖັງກັນນຳ້ ໃຫ້ແກ່ປະຊາຊົນ (ຈໍານວນ 122 ຄົວເຮືອນ) ຊຶ່ງມີຈຸດປະສົງ ເພື່ອຫຼຸດຜ່ອນຜົນກະທົບ ທີ່ອາດຈະເກີດຂຶ້ນຈາກໄພນໍ້າຖ້ວມ ແລະ ສົ່ງຜົນເສຍຫາຍຕໍ່ຜົນຜະລິດກະສິກຳ, ການຄຳ້ປະກັນສະບຽງອາຫານ ແລະ ລາຍຮັບຂອງປະຊາຊົນໃນບ້ານເປົ້າໝາຍຂອງໂຄງການ.
ການຝຶກຊ້ອມຈຳລອງຄັ້ງນີ້ ໃຫ້ກຽດເຂົ້າຮ່ວມ ແລະ ເປັນປະທານໂດຍ ທ່ານ ວັນປະເສີດ ແກ້ວມະນີໄຊ ຮອງເຈົ້າເມືອງ ເມືອງຊົນນະບູລີ, ປະທານຄະນະຄຸ້ມຄອງໄພພິບັດຂັ້ນເມືອງ; ທ່ານ ນາງ ພາວັນ ບົວຫຼວງລາດ, ຫົວໜ້າພະແນກແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມແຂວງສະຫວັນນະເຂດ, ຮອງປະທານຄະນະຄຸ້ມຄອງໄພພິບັດຂັ້ນແຂວງ; ທ່ານ ວົງຄຳ ພັນທະນຸວົງ ຫົວໜ້າກົມສັງຄົມສົງເຄາະ, ກະຊວງແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມ, ໃນນາມຫົວໜ້າກອງເລຂາຄະນະຄຸ້ມຄອງໄພພິບັດຂັ້ນສູນກາງ ຊຶ່ງມີພາກລັດຂັ້ນສູນກາງ, ແຂວງ ແລະ ຂັ້ນເມືອງ, ຄູ່ຮ່ວມພັດທະນາ, ອຳນາດການປົກຄອງບ້ານ ແລະ ພໍ່ແມ່ປະຊາຊົນພາຍໃນບ້ານເປົ້າໝາຍ ເຂົ້າຮ່ວມຢ່າງພ້ອມພຽງ. ການຝຶກຊ້ອມຈຳລອງຄັ້ງນີ້ ໃຊ້ເວລາ 4 ວັນເຕັມ ເຊິ່ງໄດ້ດໍາເນີນການຝຶກຊ້ອມທັງຢູ່ໃນຫ້ອງປະຊຸມ ແລະ ຢູ່ພາກສະໜາມ ທີ່ ບ້ານທ່າຄຳເຫຼື້ອມ, ເມືອງຊົນນະບຸລີ ແຂວງສະຫວັນນະເຂດ. ຫຼັງຈາກຝຶກຊ້ອມແລ້ວ ກໍ່ໄດ້ສະຫຼຸບຖອດຖອນບົດຮຽນກ່ຽວກັບການຝຶກຊ້ອມດັ່ງກ່າວ.
ໃນກອງປະຊຸມ, ທ່ານ ວັນປະເສີດ ແກ້ວມະນີໄຊ ໄດ້ກ່າວວ່າ: “ການຝຶກຊ້ອມຈໍາລອງການຮັບມືໄພນໍ້າຖ້ວມລ່ວງໜ້າ ແມ່ນເພື່ອກະກຽມຄວາມພ້ອມໃຫ້ບ້ານທີ່ມີຄວາມສ່ຽງ, ສ້າງຂີດຄວາມສາມາດໃຫ້ແກ່ຊາວບ້ານ ໃນການຮັບມືກັບໄພພິບັດລ່ວງໜ້າ ໃຫ້ທັນເວລາ ແລະ ຫຼຸດຜ່ອນການສູນເສຍຕໍ່ຊີວິດ ແລະ ຊັບສິນຂອງປະຊາຊົນ, ທັງເປັນການເສີມສ້າງຄວາມເຂັ້ມແຂງໃນການປະສານງານ ແລະ ການກະກຽມຄວາມພ້ອມ ຂອງຄະນະຄຸ້ມຄອງໄພພິບັດຂັ້ນເມືອງ ໃນການໃຫ້ການຊ່ວຍເຫຼືອແກ່ປະຊາຊົນໃນຕໍ່ຫນ້າ ອີກດ້ວຍ”.
ຜົນສຳເລັດຂອງການຝຶກຊ້ອມຈຳລອງການຮັບມືໄພນ້ຳຖ້ວມລ່ວງໜ້າໃນຄັ້ງນີ້ ແມ່ນການທົດສອບ ແຜນຮັບມືໄພນໍ້າຖ້ວມລ່ວງໜ້າ ທີ່ໄດ້ພັດທະນາຂຶ້ນ ພາຍໃຕ້ ໂຄງການເສີມສ້າງຂີດຄວາມສາມາດ ແລະ ເພີ່ມທະວີການຄາດຄະເນການວາງແຜນລ່ວງໜ້າ ໂດຍຜ່ານລະບົບການປົກປ້ອງສັງຄົມໃນວຽກງານຫຼຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດ ທີ່ຈັດຕັ້ງປະຕິບັດໂດຍ ກົມສັງຄົມສົງເຄາະ, ກະຊວງແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມ ຮ່ວມກັບ ອົງການ ອາຫານ ແລະ ການກະເສດແຫ່ງ ສະຫະປະຊາຊາດ ປະຈຳ ສປປ ລາວ ໂດຍສົມທົບກັບກະຊວງທີ່ປິ່ນອ້ອມ ຄື: ກະຊວງຊັບພະຍາກອນທຳມະຊາດ ແລະ ສິ່ງແວດລ້ອມ ແລະ ກະຊວງກະສິກຳ ແລະ ປ່າໄມ້. ການຝຶກຊ້ອມຈຳລອງຄັ້ງນີ້ ຍັງເປັນກົນໄກໜຶ່ງທີ່ຊ່ວຍປັບປຸງການຈັດຕັ້ງປະຕິບັດ ການຮັບມືໄພນໍ້າຖ້ວມລ່ວງໜ້າໃນອະນາຄົດ, ປະກອບສ່ວນໃນການຈັດຕັ້ງຜັນຂະຫຍາຍ ແຜນຍຸດທະສາດຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດຂອງເມືອງ ແລະ ແຂວງ ກໍຄືລັດຖະບານ ສປປ ລາວ.

Simulation exercise helps build local government’s capacity to better cope with anticipated flood event
Vientiane, Lao PDR – Over four days from 26th to 29th March 2024 the Ministry of Labour and Social Welfare (MoLSW) and the Food and Agriculture Organization of the United Nations (FAO) conducted a flood AA simulation exercise in Thakhamleuam village, Xonnabouly district, Savannakhet province. The event was participated in by concerned Government counterparts at national, provincial, and district levels, village heads and farmers, and members of the Anticipatory Action Technical Working Group including World Food Programme and World Vision.
The main objectives of this simulation exercise were to prepare the village and all the actors for future flooding. As part of the anticipatory action approach there was a testing of the methodology for accurately forecasting flooding, and a practice of the flood early warning dissemination from central level to at-risk farmers in the event flooding is forecast. All actors participated in the delivery of three Anticipatory Actions (AAs) as part of the simulation: early warning message dissemination, livestock evacuation and waterproof drum distribution.
During the simulation exercise meeting, the Vice Governor of Xonnnabouly District stated that “this simulation exercise does not only help prepare at risk community and build their capacity to act early to prevent loss of lives and assets, but it also enhances coordination and preparedness of disaster risk management committees at the district in managing a disaster in the future”.
Learning from the flood simulation will be used to improve preparedness plans in the event of flooding being forecast. The anticipatory action protocol of FAO and MoLSW covers round 4,000 households in fifteen flood-prone villages within the three districts Champhone, Songkhone, Xonnabouly. If a flood is forecast, then early warning and anticipatory actions will be taken to protect at-risk communities from the impacts.
This initiative is facilitated as part of the Pilot Programmatic Partnership between the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) and FAO on increasing capacities and scale for Anticipatory Action including through social protection systems. The programmatic partnership has been ongoing in Lao PDR since 2021. The project has already yielded several achievements including raising awareness of the Anticipatory Action approach, developing a drought Anticipatory Action trigger methodology, and drafting a drought Anticipatory Action Protocol.
