ກອງປະຊຸມປະເມີນຜົນຂອງ ອົງການອາຫານ ແລະ ການກະເສດ (FAO) ໄດ້ຈັດຂຶ້ນເພື່ອທົບທວນຄືນຄວາມສໍາເລັດຂອງໄລຍະການເຝິກອົບຮົມໃຫ້ແກ່ພະນັກງານແຂວງອັດຕະປື ພາຍໃຕ້ໂຄງການຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດ ແລະ ການປັບຕົວຕໍ່ການປ່ຽນ ແປງ ສະພາບດິນຟ້າອາກາດ.
ໃນວັນທີ 16 ມິຖຸນາ 2022, ທີ່ນະຄອນຫຼວງວຽງຈັນ, ອົງການອາຫານ ແລະ ການກະເສດ ແຫ່ງສະຫະປະຊາຊາດ (FAO), ກົມແຜນການ ແລະ ການຮ່ວມມື, ກະຊວງກະສິກຳ ແລະ ປ່າໄມ້, ໄດ້ຈັດກອງປະຊຸມທົບທວນ ແລະ ຕີລາຄາຄືນ ເພື່ອປະເມີນຊຸດຝຶກອົບຮົມພະນັກງາານລັດ ກ່ຽວກັບການຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດດ້ານກະສິກຳ/ການປັບຕົວຕໍ່ການປ່ຽນແປງສະພາບດິນຟ້າອາກາດ (DRM/CCA). ການຝຶກອົບຮົມທັງ 5 ຊຸດນີ້ ໄດ້ຖືກຈັດຂຶ້ນພາຍໃຕ້ໂຄງການ “ສ້າງຄວາມທົນທານຕໍ່ດິນຟ້າອາກາດ ແລະ ລະບົບກະສິກໍາທີ່ເປັນມິດກັບສິ່ງແວດລ້ອມ ແລະ ການດຳລົງຊີວິດຢູ່ແຂວງອັດຕະປື” (Climate REAL) ເຊິ່ງໄດ້ຮັບທຶນຈາກອົງການຮ່ວມມືສາກົນ ສ.ເກົາຫຼີ (KOICA).
ກອງປະຊຸມໄດ້ລາຍງານ ແລະ ທົບທວນຄືນຄວາມຄືບໜ້າ, ຜົນສຳເລັດ, ຜົນໄດ້ຮັບ ແລະ ບົດຮຽນຕ່າງໆຂອງໂຄງການ ກ່ຽວກັບການຝຶກອົບຮົມໃຫ້ແກ່ພະແນກກະສິກຳ ແລະ ປ່າໄມ້ແຂວງ PAFO, ຫ້ອງການກະສິກຳ ແລະ ປ່າໄມ້ເມືອງ DAFO ກ່ຽວກັບການຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດດ້ານກະສິກຳ/ການປັບຕົວຕໍ່ການປ່ຽນແປງສະພາບດິນຟ້າອາ ກາດ DRM/CCA ດ້ານການຜະລິດກະສິກຳ (03 ຫຼັກສູດ) ພ້ອມທັງເປີດໂອກາດໃນການເຊື່ອມໂຍງແຜນການ DRM/CCA ດ້ານການຜະລິດກະສິກຳ ເຂົ້າໃນແຜນພັດທະນາກະສິກຳຂອງແຂວງ ແລະ ເມືອງ ປະຈໍາ 05 ປີ ແລະ ປະຈຳປີ (02 ຫຼັກສູດ).
ໜຶ່ງໃນຜູ້ເຂົ້າຮ່ວມກອງປະຊຸມຄັ້ງນີ້, ທ່ານ ນາງ ລັດຕະນະ ສຸລິບຸດ ວິຊາການພະແນກຮ່ວມມືສາກົນ, ກົມແຜນການ ແລະ ການຮ່ວມມື, ກະຊວງກະສິກໍາ ແລະ ປ່າໄມ້, ໄດ້ສະແດງຄວາມຮູ້ບຸນຄຸນຢ່າງຈິງໃຈຕໍ່ໂຄງການ“ສ້າງຄວາມທົນທານຕໍ່ດິນຟ້າອາກາດ ແລະ ລະບົບກະສິກໍາທີ່ເປັນມິດກັບສິ່ງແວດລ້ອມ ແລະ ການດຳລົງຊີວິດຢູ່ແຂວງອັດຕະປື Climate REAL” ແລະ ກິດຈະກໍາຕ່າງໆຂອງໂຄງການ. ທ່ານນາງ ລັດຕະນະ ໄດ້ໃຫ້ຂໍ້ສັງເກດວ່າ: ການຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດແມ່ນມີຄວາມຈຳເປັນ ສຳລັບການຄ້ຳປະກັນສະບຽງອາຫານ ແລະ ວຽກງານຂອງໂຄງການ Climate REAL ຈະສ້າງຄວາມຢືດຢຸ່ນຂອງລະບົບກະສິກຳສະບຽງອາຫານ ແລະ ການດຳລົງຊີວິດຂອງຜູ້ໄດ້ຮັບຜົນປະໂຫຍດ. ໂດຍສະເພາະ ຫຼັງຈາກສຳເລັດກອງປະຊຸມຄັ້ງນີ້ ໄດ້ເພີ່ມທະວີຄວາມເຂົ້າໃຈຂອງຜູ້ເຂົ້າຮ່ວມ ເຊິ່ງສາ ມາດປະກອບສ່ວນເຂົ້າໃນແຜນການພັດທະນາກະສິກຳ ຂອງປະເທດໄດ້.
ໂຄງການ Climate REAL ມີຈຸດປະສົງເພື່ອສ້າງຄວາມຢືດຢຸ່ນຕໍ່ໄພພິບັດທີ່ຕິດພັນກັບສະພາບດິນຟ້າອາກາດ ແລະ ຄວາມຍືນຍົງດ້ານສິ່ງແວດລ້ອມຂອງລະບົບກະສິກຳ ແລະ ຊີວິດການເປັນຢູ່ໃນແຂວງອັດຕະປື. ໂຄງການນີ້ມີເປົ້າ ໝາຍທີ່ຈະຊ່ວຍ 1.500 ຄອບຄົວທີ່ມີຄວາມສ່ຽງ ແລະ 1.000 ຄອບຄົວ ທີ່ເຮັດການຜະລິດກະສິກໍາເພື່ອການຄ້າຢູ່ໃນ 31 ບ້ານ ໃນ 3 ເມືອງ (ເມືອງສະໜາມໄຊ ຈຳນວນ 19 ບ້ານ; ເມືອງໄຊເສດຖາ ຈຳນວນ 7 ບ້ານ; ເມືອງສາມັກຄີໄຊ ຈຳນວນ 5 ບ້ານ). ນອກນີ້, ພະນັກງານລັດຂັ້ນແຂວງ, ເມືອງ ແລະ ບ້ານ ຈໍານວນ 150 ຄົນຈະໄດ້ຮັບຜົນປະໂຫຍດໂດຍກົງຈາກກິດຈະກໍາການສ້າງຄວາມອາດສາມາດຂອງໂຄງການ.

FAO progress workshop held to review the completion of the training phase for the Agriculture Disaster Risk Management and Climate Change Adaptation

Vientiane, Lao PDR – On June 16, 2022, the Food and Agriculture Organization of the United Nations (FAO) and Department of Planning and Cooperation, Ministry of Agriculture and Forestry, conducted a review and reflection workshop to review and assess the recently completed set of government official trainings on Agriculture Disaster Risk Management/Climate Change Adaptation (DRM/CCA) planning. These five training modules were provided under the “Building Climate-Resilient and Eco-friendly Agriculture Systems and Livelihoods” (Climate REAL) project, funded by Korea International Cooperation Agency (KOICA).
The workshop enabled de-briefing and review of the overall progress, results, achievements and lessons learnt on PAFO/DAFO trainings on Agriculture DRM/CCA (three modules) as well as an opportunity to integrate the Agriculture DRM/CCA Action Plans into the five-year and annual provincial and district Agriculture Development Plans (two modules).
Participant to the workshop, Ms. Lattana Soulibut, a government technical official at the International Cooperation Division, Department of Planning and Cooperation, Ministry of Agriculture and Forestry, expressed her sincere appreciation for the Climate REAL project and its activities. She noted that disaster risk management is necessary for food security, and the work of Climate REAL builds resilience of agri-food systems and the livelihoods of the beneficiaries. The workshop, in particular, strengthened participants’ understanding which will allow them to contribute to the country’s Agriculture Development Plan.
The Climate REAL project aims to build resilience to climate-related disasters and environmental sustainability of agriculture systems and livelihoods in Attapeu province. 1,500 vulnerable and 1,000 commercial farming households living in 31 villages within three districts (Sanamxay District – 19 villages; Saysettha District – 7 villages; Samakkhyxay District – 5 villages) will be targeted. Additionally, 150 government officials at provincial, district and village levels will directly benefit from the project’s capacity building activities.
