ອັດຕະປື, ສປປ ລາວ – ອົງການອາຫານ ແລະ ການກະເສດ ແຫ່ງ ສະຫະປະຊາຊາດ (FAO) ແລະ ກົມແຜນການ ແລະ ການຮ່ວມມື, ກະຊວງກະສິກຳ ແລະ ປ່າໄມ້, ໄດ້ສຳເລັດການເຝິກອົບຮົມກ່ຽວກັບ ການວາງແຜນການຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດ/ການປັບຕົວຕໍ່ການປ່ຽນແປງດິນຟ້າອາກາດ (DRM/CCA) ໃຫ້ແກ່ພະນັກງານລັດຖະບານ. ການເຝິກອົບຮົມຫ້າໂມດູນໄດ້ຖືກຈັດຂຶ້ນພາຍໃຕ້ໂຄງການ “ສ້າງຄວາມທົນທານຕໍ່ດິນຟ້າອາກາດ ແລະ ລະບົບກະສິກໍາທີ່ເປັນມິດກັບສິ່ງແວດລ້ອມ ແລະ ການດຳລົງຊີວິດຢູ່ແຂວງອັດຕະປື” (Climate REAL), ເຊິ່ງໄດ້ຮັບການສະໜັບສະໜູນໂດຍອົງການ KOICA.

ການເຝິກອົບຮົມກ່ຽວກັບ “ການປະສົມປະສານ ແຜນການຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດ (DRM)/ການປັບຕົວຕໍ່ການປ່ຽນແປງດິນຟ້າອາກາດ (CCA) ເຂົ້າໃນ ແຜນພັດທະນາກະສິກໍາ” ໄດ້ກວມເອົາໂມດູນ 4-5 ເຊິ່ງໄດ້ຈັດຂຶ້ນໃນລະຫວ່າງວັນທີ 24 – 26 ພຶດສະພາ 2022 ໂດຍການເຂົ້າຮ່ວມຂອງຕົວແທນຈາກ PAFO, PoNRE, PLWU, DPI, PDPC, PDOLSW, DAFO, DoNRE, DoLSW, DoDPI ແລະ DLWU ໃນ 3 ເມືອງເປົ້າໝາຍຂອງແຂວງອັດຕະປື. ການເຝິກອົບຮົມມີຈຸດປະສົງເພື່ອສ້າງຄວາມສາມາດຂອງຜູ້ເຂົ້າຮ່ວມໃນການກໍານົດກິດຈະກໍາບູລິມະສິດກະສິກໍາ ແລະ ປ່າໄມ້ທາງດ້ານ DRM/CCA ແລະ ວິທີການສ້າງ ແລະ ປະສົມປະສານເຂົ້າໃນແຜນພັດທະນາກະສິກໍາຂັ້ນແຂວງ ແລະ ເມືອງ. ໂມດູນທີ 1-3 ຂອງການເຝິກອົບຮົມຂອງໂຄງການແມ່ນໄດ້ຮັບການຈັດຕັ້ງປະຕິບັດຜ່ານມາໃນໄຕມາດທໍາອິດຂອງປີນີ້.

ທ່ານ ດຣ. ພົມມີ ອິນທິຈັກ, ຮອງຫົວໜ້າກົມແຜນການ ແລະ ການຮ່ວມມື, ກະຊວງກະສິກຳ ແລະ ປ່າໄມ້, ໄດ້ຮັບຮູ້ເຖິງຄວາມສໍາຄັນຂອງໂຄງການ Climate REAL ແລະ ກິດຈະກໍາຕ່າງໆຂອງໂຄງການ ໂດຍຍົກໃຫ້ເຫັນວ່າ “ໂຄງການ Climate REAL ສາມາດປະກອບສ່ວນເຂົ້າໃນການຈັດຕັ້ງປະຕິບັດແຜນວຽກງານກະສິກຳ, ປ່າໄມ້ ແລະ ພັດທະນາຊົນນະບົດ, ພ້ອມທັງບັນລຸການຄໍ້າປະກັນດ້ານສະບຽງອາຫານ ແລະ ການສົ່ງເສີມການຜະລິດສິນຄ້າ.” ທ່ານ ດຣ. ພົມມີ ອິນທິຈັກ ຍັງກ່າວຕື່ມວ່າ: “ໂດຍສະເພາະແລ້ວ, ຊຸດເຝິກອົບຮົມນີ້ຈະຊ່ວຍເສີມສ້າງຄວາມສາມາດຂອງບຸກຄະລາກອນຂອງພວກເຮົາກ່ຽວກັບການຫຼຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດ ແລະ ການຈັດຕັ້ງປະຕິບັດ “ແຜນປະຕິບັດງານ” ສໍາລັບການຄຸ້ມຄອງ ແລະ ຫຼຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດ (DRM) ໃນຂົງເຂດກະສິກໍາ ແລະ ປ່າໄມ້ (2022-2025)”.

ທ່ານ ຟອງສະໄໝ ມະນີວົງ, ຮອງຫົວໜ້າຫ້ອງການກະສິກຳ ແລະ ປ່າໄມ້, ເມືອງໄຊເສດຖາ, ໄດ້ຊີ້ແຈງວ່າ ໄພພິບັດທາງທຳມະຊາດ ມີຜົນກະທົບຮ້າຍແຮງແນວໃດຕໍ່ຊີວິດການເປັນຢູ່ຂອງຊາວບ້ານ ກໍຄືການຄໍ້າປະກັນດ້ານສະບຽງອາຫານພາຍໃນປະເທດ. ທ່ານໄດ້ໃຫ້ຂໍ້ສັງເກດວ່າ: “ພາຍຫຼັງສຳເລັດ 5 ໂມດູນ, ຂ້າພະເຈົ້າຮູ້ສຶກໝັ້ນໃຈຫຼາຍຂຶ້ນກັບບັນດາກິດຈະກໍາ ແລະ ກົນໄກກ່ຽວກັບການຈັດການກັບການກະກຽມ ແລະ ຄຸ້ມຄອງຄວາມສ່ຽງໄພພິບັດ, ເພື່ອຮັບປະກັນການຄໍ້າປະກັນດ້ານສະບຽງອາຫານ ແລະ ໂພຊະນາການສຳລັບທຸກຄົນ.” ທ່ານຍັງໄດ້ໃຫ້ຄໍາໝັ້ນສັນຍາວ່າຈະສ້າງຄວາມຮັບຮູ້ກ່ຽວກັບວຽກງານນີ້ພາຍໃນເຄືອຂ່າຍຂອງທ່ານເອງ ພ້ອມທັງຈະພະຍາຍາມສ້າງທີມງານເພື່ອຮ່າງບົດສະເໜີໂຄງການ ທີ່ລະບຸບັນດາກິດຈະກໍາວຽກງານການຈັດຕັ້ງປະຕິບັດທີ່ສຳຄັນຕໍ່ໄພພິບັດໃນອະນາຄົດ.

FAO completes DRM/CCA planning training for government officials in Attapeu Province, 24-26 May 2022

Attapeu, Lao PDR – The Food and Agriculture Organization of the United Nations (FAO) and Department of Planning and Cooperation, Ministry of Agriculture and Forestry, have successfully completed training on Disaster Risk Management/Climate Change Adaptation (DRM/CCA) Planning for government officials. The five modules of training were provided under the “Building Climate-Resilient and Eco-friendly Agriculture Systems and Livelihoods” (Climate REAL) project, funded by Korea International Cooperation Agency (KOICA).

The training on “Integrating DRM/CCA Plan into the Agriculture Development Plan” covered modules 4-5 and was organized between 24 – 26 May 2022 with participation of PAFO, PoNRE, PLWU, DPI, PDPC, PDoLSW, DAFO, DoNRE, DoLSW, DoDPI and DLWU in three target districts of Attapeu. It was aimed at building participant capacity in identifying DRM/CCA agriculture and forestry priority actions and how to formulate and integrate them into Provincial and District Agriculture Development Plans. Modules 1-3 of the project’s training was previously undertaken in the first quarter of this year.

The Deputy Director General of Department of Planning and Cooperation, Ministry of Agriculture and Forestry, Dr. Phommy Inthichak, acknowledged the significance of the Climate REAL project and its activities noting “Climate REAL project could contribute to the implementation of agriculture, forestry and rural development plans, while achieving food security and the promotion of commodity production.” He added “Specifically, this series of training will strengthen the capacity of our personnel on disaster risk reduction and the implementation of the “Action Plan” for Disaster Risk Management and Reduction (DRM) in agriculture and forestry sector (2022-2025).

Mr. Fongsamay Manyvong, Deputy Head of Agriculture and Forestry Office, Xaysettha District, outlined how natural disasters significantly impact the livelihoods of villagers as well as food security within the country. He noted that “Upon completion of the five modules, I feel more comfortable and confident with the activities and mechanism on how to handle disaster risk preparedness and management, to ensure food security and nutrition for all.” He further committed himself to raise awareness of the work within his networks and indicated he would seek to put together a team to develop a project proposal outlining key intervention activities for future disasters.
