DISCLOSURE OF DRAFT ESF DOCUMENTS FOR CONSULTATION The Government of Lao PDR (GOL) has accessed $25 million of the International Development Association (IDA), or the World Bank (WB), to implement the Reducing Rural Poverty and Malnutrition Project – Phase 2 (RRPM II, herein referred to as the “Project”). The project will cover six provinces: Xiengkhuang, Huaphanh, Oudomxay, Phongsaly, Sekong, and Savannakhet provinces, and will be implemented by the Ministry of Agriculture and Forest (MAF) – through its Department of Rural Development and Cooperatives (DRDC), and the Ministry of Planning and Investment (MPI) – through its Development Research Institute (DIC). As required by the World Bank, MAF has prepared the following documents prior to project implementation: • Environmental and Social Management Framework (ESMF), including a Labor Management Procedures (LMP), • Stakeholder Engagement Plan (SEP), and • Environmental and Social Commitment Plan (ESCP) The purpose of these documents is to ensure environmental and social risks and impacts that are associated with proposed project activities are identified and avoided. Where avoidance is not possible, technically, such risks and impacts will be minimized and mitigated. MAF would like to disclose the above draft ESF documents for the purpose of public consultation. The above documents are disclosed in full text in English, and in the form of Executive Summary in Lao language.
