ນະຄອນຫຼວງວຽງຈັນ, ສປປ ລາວ – 30 ເມສາ 2025 – ອົງການອາຫານ ແລະ ການກະເສດ ແຫ່ງສະຫະປະຊາຊາດ (FAO) ປະຈຳ ສປປ ລາວ ໄດ້ຈັບມືຮ່ວມກັນກັບ ກົມປູກຝັງ, ກະຊວງກະສິກຳ ແລະ ປ່າໄມ້ ຈັດກອງປະຊຸມປຶກສາຫາລືຄັ້ງສຳຄັນ ເພື່ອລິເລີ່ມການສ້າງແຜນແມ່ບົດແຫ່ງຊາດສຳລັບຂະແໜງຊາລາວ ແລະ ສ້າງຕັ້ງສະມາຄົມຊາລາວຂຶ້ນ. ກອງປະຊຸມຄັ້ງປະຖົມມະເລີກໄດ້ຈັດຂຶ້ນ ທີ່ ນະຄອນຫຼວງວຽງຈັນ ໂດຍມີຜູ້ຕາງໜ້າຈາກຫຼາຍພາກສ່ວນສຳຄັນເຂົ້າຮ່ວມ ເພື່ອລະດົມຄວາມຄິດ ເພື່ອມາຊຸກຍູ້ຜັກດັນສັກກະຍະພາບຂອງຂະແໜງກະສິກຳ ທີ່ສຳຄັນນີ້.

ເຖິງວ່າຊາລາວຈະມີຊື່ສຽງ ແຕ່ກໍຍັງມີສິ່ງທ້າທາຍບາງຢ່າງ ເຊັ່ນ: ການຜະລິດຍັງໃຊ້ວິທີແບບພື້ນຖານ ແລະ ການເຂົ້າເຖິງຕະຫຼາດກໍຍັງມີຂໍ້ຈຳກັດ. ດ້ວຍເຫດນີ້, ການລິເລີ່ມ ຈິ່ງໄດ້ມີຈຸດປະສົງເພື່ອປູທາງໄປສູ່ອະນາຄົດທີ່ໝັ້ນຄົງ ແລະ ຍືນຍົງ. ກອງປະຊຸມ ຖືເປັນການເປີດໂຄງການຢ່າງເປັນທາງການ ເພື່ອ:

• ສ້າງແຜນແມ່ບົດຊາລາວທີ່ມີເຂນື່ອໃນຄົບຖ້ວນ ໂດຍຜ່ານການເກັບກຳຂໍ້ມູນຢ່າງລະອຽດ, ການວິເຄາະຕ່ອງໂສ້ມູນຄ່າ ແລະ ການປະເມີນທີ່ດິນທີ່ເໝາະສົມສຳລັບການຜະລິດຊາຄຸນນະພາບສູງ.
• ສ້າງຕັ້ງ “ສະມາຄົມຊາລາວ” ໃຫ້ເປັນເວທີໃຈກາງໃນການປະສານງານ, ສົ່ງເສີມ ແລະ ຮ່ວມມືກັນພາຍໃນອຸດສາຫະກຳຊາທັງພາຍໃນ ແລະ ຕ່າງປະເທດ.

ໃນກອງປະຊຸມ, ບັນດາທ່ານທີ່ເຂົ້າຮ່ວມໄດ້ປຶກສາຫາລືກັນຢ່າງເລິກເຊິ່ງ ເພື່ອປັບປຸງແຜນການຈັດຕັ້ງປະຕິບັດໂຄງການໃຫ້ດີຍິ່ງຂຶ້ນ, ເຊິ່ງລວມມີກິດຈະກຳສຳຄັນ ເຊັ່ນ: ການຈັດກອງປະຊຸມຝຶກອົບຮົມ, ການເກັບກຳຂໍ້ມູນ, ການສຳຫຼວດທີ່ດິນ, ການສຶກສາຕ່ອງໂສ້ມູນຄ່າ ແລະ ການວາງແຜນລະອຽດເພື່ອສ້າງຕັ້ງສະມາຄົມ ແລະ ຮ່າງແຜນແມ່ບົດ.

ທ່ານ ວັນທ່ຽງ ພົມມະສຸລິນ ຈາກກະຊວງ ກປ ໄດ້ກ່າວວ່າ: “ກອງປະຊຸມປຶກສາຫາລືຄັ້ງນີ້ ແມ່ນບາດກ້າວສຳຄັນ ເພື່ອກ້າວໄປສູ່ການອະນຸມັດເຫັນດີ ແລະ ສ້າງຕັ້ງ ສະມາຄົມຊາລາວ ແລະ ແຜນແມ່ບົດພັດທະນາຊາ ຢ່າງເປັນທາງການ.”

ທ່ານ ຈັນທະລາດ ປອງມາລາ ຈາກອົງການ FAO ກໍໄດ້ກ່າວເສີມອີກວ່າ: “ພວກເຮົາໝັ້ນໃຈວ່າ ຜ່ານການແລກປ່ຽນຄວາມຮູ້, ປະສົບການ ແລະ ຄວາມຕັ້ງໃຈຮ່ວມກັນ, ພວກເຮົາຈະສາມາດສ້າງຄວາມເຂົ້າໃຈອັນເລິກເຊິ່ງ ເພື່ອເຮັດໃຫ້ແຜນແມ່ບົດມີເນື່ອໃນຄົບຖ້ວນ ແລະ ສ້າງສະມາຄົມຊາລາວທີ່ເຂັ້ມແຂງ, ເໝາະສົມ ແລະ ສາມາດຈັດຕັ້ງປະຕິບັດໄດ້ຢ່າງມີປະສິດທິຜົນໃນເງື່ອນໄຂຂອງ ສປປ ລາວ.”

VIENTIANE, Lao PDR – 30 April 2025 – The Food and Agriculture Organization of the United Nations (FAO) in Lao People’s Democratic Republic, in collaboration with the Department of Agriculture of the Ministry of Agriculture and Forestry (MAF), convened a pivotal consultation meeting to initiate the development of a national Master Plan for the Lao tea sector and the establishment of a dedicated Lao Tea Association. The meeting, held in Vientiane, brought together key stakeholders committed to unlocking the full potential of this vital agricultural sector.

The consultation was chaired by Mr. Vanthieng Phommasoulin, Deputy Director General of the Department of Agriculture, MAF, and co-chaired by Mr. Chanthalath Pongmala, Assistant FAO Representative. Both emphasized the significant role of tea in Lao PDR’s economy, providing livelihoods for farmers and offering considerable opportunities for both domestic and international markets. Lao PDR’s rich tea heritage, particularly its unique, centuries-old wild tea varieties from the northern regions, is recognized globally for its distinctive quality. Currently, tea cultivation spans approximately 7,800 hectares across eight provinces, yielding around 18,400 tons, supported by 28 processing facilities.

Recognizing the existing challenges within the sector, including prevalent basic production methods and market access limitations, the initiative aims to pave the way for a more structured and prosperous future. The consultation marks the official commencement of project activities designed to:

• Enhance the capabilities of government personnel and relevant stakeholders.
• Formulate a comprehensive Tea Master Plan for Lao PDR through rigorous data collection, value chain analysis, and assessments of suitable land for quality tea production.
• Establish the Lao Tea Association as a foundational institution to foster coordination, promotion, and collaborative efforts within the tea industry.

Discussions during the meeting focused on refining the project’s implementation strategy, encompassing crucial activities such as capacity-building workshops, data gathering, land surveys, value chain studies, and the detailed planning for the establishment of the association and the drafting of the master plan.

“This consultation meeting represents a significant step towards the official endorsement and establishment of both the Lao Tea Association and the Tea Development Master Plan,” affirmed Mr. Vanthieng Phommasoulin of MAF.

Mr. Chanthalath Pongmala of FAO added, “We are confident that through shared knowledge, experience, and dedication, we can generate valuable insights to strengthen the master plan and build a robust and relevant Lao Tea Association that can be effectively implemented within the Lao PDR context.”

This joint initiative by FAO and MAF underscores a shared vision for a more organized, prosperous, and sustainable future for the Lao tea sector, contributing to economic growth, poverty reduction, and rural development in the country.
